Serving as a platform to enhance the recognition of potential within their communities as well as build their capacities in early stages to enhance their ability to harness opportunities available towards the build of industrial clusters within their communities, this component focuses on supporting initiatives towards improving social and educational needs of community youth and women, particularly in marginalised positions.

Developed as a gender and social inclusion component, the focus is additionally on rural women, encompassing categories of skills training and advocacy support to increase lobbying capacities in terms of collaborating more closely with service organizations and District Assembly bodies as well as technical support avenues in terms of promoting advocacy and civic strength. The goal of the programme is to enhance the capacities of women and youth in socio economic spheres as well as strengthen their capabilities in actively networking to represent community concerns.
